Job Description

The United Nations Office on Drugs and Crime (UNODC) works to strengthen international action against illicit drug production, trafficking and abuse as well as against trans-national Organized crime. The UNODC’s Regional Office for West and Central Africa (ROSEN) based in Dakar, Senegal with Programme Offices in Burkina Faso, Chad, Mali, Mauritania, Niger, Benin, Cape Verde, Cote d’Ivoire, Ghana, Gambia, Guinea, Cameroon, Central African Republic, Congo, Guinea Bissau, Liberia, Sierrea Leone, Togo.  

Its activities address the impact that drugs and crime have on the overall development situation in the region. The ICT (Information and Communications Technology) Administrator is a member of Support Unit that provides daily technical support to users of information management tools and technology infrastructure to all UNODC Offices under ROSEN.  

Duties and Responsibilities  

Under the guidance and administrative supervision of the UNODC Regional Representative and the UNODC Operations Officer and technical supervision of the Team Leader, Global Field Office Support – ITS, ICT Administrator provides execution of ICT services in the ROSEN, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance UNODC ROSEN productivity.  ICT Administrator promotes a client-oriented approach.  

ICT Administrator works in close collaboration with the office, project/programme teams, and HQ ITS staff for resolving wide range of ICT-related issues.

  • Implementation of ICT management systems and strategies  
  • Effective functioning of the CO hardware and software packages  
  • Support to networks administration  
  • Provision of administrative support  
  • Facilitation of knowledge building and knowledge sharing  

1. Supports introduction/implementation of ICT management systems and strategies, focusing on achievement of the following results:  

  • Compliance with corporate information management and technology standards, guidelines and   procedures for the ROSEN technology environment.  
  • Elaboration of internal policies and procedures on the use of ICT.  
  • Elaboration of internal policies on Cybersecurity procedures.  
  • Provide security training and awareness sessions for employees within the organization  
  • Conduct in-depth threat analyses to identify potential vulnerabilities and security risks.  

2. Ensures effective functioning of the UNODC ROSEN hardware and software packages focusing on the achievement of the following results:  

 

  • Maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.  
  • Development and maintenance of new software for high impact results (e.g. office management system, electronic registry, etc)  
  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.  
  • Assistance in the installation of commercial and in-house developed software and related upgrades  
  • Assistance in upgrading patch and anti-virus programs on a timely basis.  
  • Monitoring of file server traffic, usage and performance on a frequent and regular basis.  
  • Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.  

3. Supports networks administration, focusing on achievement of the following results:  

  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.  
  • Maintenance of up-to-date parameters of information for the network clients and electronic mail. Technical support of Lotus Notes/Domino e-mail/application server under supervision of the HQ ITS personnel.  
  • Trouble-shooting and monitoring of network problems.  
  • Response to user needs and questions regarding network access.  
  • Backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.  
  • Maintenance and timely LAN Infrastructure and Internet connectivity upgrade to meet UNODC requirements  
  • Provision of relevant support to the UNODC Project offices in the Region  
  • Assistance in trouble-shooting and monitoring of network problems.  
  • Response to user needs and questions regarding network access.  
  • Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups.   

4. Provides administrative support, focusing on achievement of the following results:  

  • Provision of advice on and assistance in procurement of new equipment for the UNODC/ROSEN and projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.  
  • Maintenance of an up-to-date inventory of the software and hardware.  
  • Maintenance of the library of reference materials.  
  • Maintenance of an up-to-date inventory of software and hardware.  
  • Maintenance of a library of ICT related reference materials.  
  • Maintenance of the filing system ensuring safekeeping of confidential materials.  
  • Extraction of data from various sources.  
  • Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required.  
  • Provision of ICT support to key events.  
  • Maintenance of the inventory and stock of supplies and spare parts.  
  • Supervise the activities and the recording of the goods receipt.   
  • Maintain the Equipment & Asset Data Base of Property Management.   
  • Act as the facility focal point for the physical office space attributed to the organization in the UN House.   
  • Coordinate the common services under Common Back Office of the UN House in Dakar.  

5. Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:  

  • Participation and assistance in the organization of training for the CO staff on ICT issues.  
  • Sound contributions to knowledge networks and communities of practice.>

Required Skills and Experience:  

 

Education:  

  • Diploma ( Master degree) in computer science with relevant certifications in hardware and software management and application, Microsoft Certified Professional (MCP) or Cisco Certified Network Professional CCNP is required.  Or A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  

Experience:  

  • At least five (5) years of relevant working experience in the field of Management Information System (MIS) and Information Technology (IT) with emphasis on network and telecommunications facilities administration including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, and knowledge of Security Essentials Network, Endpoint and Cloud with a Master's degree . or seven (7) years of experience in the same field ( with  a first University degree).  
  • Experience in use of hardware/software, knowledge of Umoja, Linux, Windows, database packages and experience in web design will be considered as an asset; IT Governance in Cyber Security Risk Management.  
  • Work experience in NGOs or the United Nations system would be an asset.  
  • Experience with a UN agency or international organisation would be considered an asset>  

Language  

  • Fluency in  French is required  
  • Knowledge of English is an asset
