Le (la) responsable(trice) technique(trice) sera chargé(e) d’une initiative mondiale visant à intensifier les programmes ciblant les adolescents, en mettant l’accent sur le mariage des enfants, en collaboration avec le HCR. Vous serez responsable de l’élaboration et de la diffusion de ressources et d’outils à l’échelle mondiale afin de renforcer les programmes de protection de l’enfance pour lutter contre les mariages d’enfants dans les contextes humanitaires et de mener un programme d’apprentissage et de développement afin de créer davantage d’opportunités de renforcement des capacités pour le personnel inter-agences afin de faire progresser leur développement professionnel autour du mariage d’enfants, des enfants et des adolescents survivants de la violence sexiste et des adolescentes.

En tant que responsable du portefeuille du mariage d’enfants dans les contextes humanitaires, vous trouverez et diversifierez les possibilités de financement pour la programmation, le plaidoyer et la coordination liés à ce domaine et fournirez un leadership éclairé sur le programme de recherche et de politique afin de combler les lacunes en matière de preuves et de connaissances qui évitent les doublons et restent pertinents pour la programmation au niveau national.

Le titulaire du poste devrait diriger le positionnement externe de Plan International au sein du système de coordination humanitaire et parmi les agences des Nations Unies et les donateurs pour soutenir l’adoption et la mise en œuvre de programmes et de plaidoyer pour lutter contre la VBG affectant les adolescents, en mettant l’accent sur les filles, en particulier sur la question du mariage des enfants.

ROLE PURPOSE

Plan International is seeking a senior-level, dynamic and motivated Child Marriage in Humanitarian Settings Technical Lead to strengthen and expand Plan’s Child Protection in Humanitarian Action (CPHA) programming around GBV, with focus on adolescent girls, particularly on the issue of child marriage.

 

The Technical Lead will also be responsible for a global initiative to scale-up programming targeting adolescents, with a special focus on child marriage, in collaboration with UNHCR.

 

The Technical lead is accountable for developing and disseminating global-level resources and tools in order to strengthen child protection programming to address child marriages in humanitarian settings.

 

The Technical Lead will be responsible for driving a learning and development agenda to create more capacity strengthening opportunities for inter-agency staff to advance their professional development around child marriage, child and adolescent survivors of GBV and adolescent girls.

 

As the portfolio lead for child marriage in humanitarian settings, the Technical Lead is expected to source and diversify funding opportunities for programming, advocacy and coordination related to the technical area. Relatedly, the Technical Lead will provide thought leadership on the research and policy agenda to plug gaps in evidence and knowledge that avoids duplication and remains relevant to country level programming.

 

The post-holder is expected to lead on external positioning of Plan International within the humanitarian coordination system and among UN agencies and donors to support the uptake and implementation of programming and advocacy to tackle GBV affecting adolescents, with focus on girls, particularly on the issue of child marriage.

 

KEY DIMENSIONS OF THE ROLE

· The Child Marriage in Humanitarian Settings Technical Lead is part of the global CPHA unit.

· The post holder will provide thought leadership to Plan’s CPHA portfolio to tackle child marriage. This includes leadership on the roll out of recent and new resources, tools and learning opportunities that promotes quality programming, external advocacy and donor influencing, and resources mobilisation.

· In close collaboration with UNHCR and Plan in-country child protection and GBV practitioners, the post holder is expected to strengthen design and implementation of child marriage programming, as well as strategic coordination and collaboration at national and regional levels.

· The post-holder will mobilise and manage the portfolio on child marriage programming in humanitarian settings, including the oversight and administration of the grants as well as the expansion of the portfolio and diversification of the donor base.

· Through strategic leadership, the postholder will position Plan vis-a-vis key institutional donors, UN Agencies, peer organisations and National Governments, to maintain and grow Plan International global reputation and profile on child marriage in humanitarian settings.

Accountabilities

Technical Leadership

· Leads work to support the positioning of Plan’s response to child marriage in humanitarian settings by developing technical resources and tools for child protection and other sectoral practitioners. Resources and tools include but are not limited to evidence briefs, advocacy briefs, results framework with indicators, case studies, capacity-building materials.

· In collaboration with UNHCR, leads and coordinates the development and roll-out of tools and resources in selected country contexts through in-person and remote technical support and training.

· Leads on the development of global programming and L&D resources on the adolescent girl responsive approach which will contribute to advancing the inclusion of married girls and girls at-risk of child marriage in child protection and GBV programming.

· Drive capacity strengthening on child marriage through the establishment and maintenance of a UNHCR-Plan Global Help Desk for Adolescent Girl programming, with a focus on child marriage. This Helpdesk will be available to all regions of the world and accessible in multiple languages. Oversee the Helpdesk Tracker, prioritise requests and respond to the learning needs and professional development through trainings, mentoring and coaching as required.

· Ensures all tools and resources developed are in alignment with sector standards such as Child Protection Minimum Standards, GBV Minimum Standards, Sphere, IASC Gender Handbook, Core Humanitarian Standard and other cluster/sector tools.

· Ensures all work has a strong gender and inclusion focus, in line with Plan International’s Global Strategy.

Coordination and Resource Mobilization

· Maintain and build strategic relationships with donors on the topic of GBV affecting adolescent girls, including child marriage, within Plan International’s CPHA programming, and influence more prioritisation for girls and child marriage in upcoming funding cycles through targeted advocacy.

· Leads the planning and mobilization of additional resources on child marriage in humanitarian settings programming through the identification of opportunities, development and submission of concept notes, proposals, and budgets to donors to secure funding to continue initiative and advance programming.

· Build programme portfolio on child marriage in humanitarian settings and access funding opportunities related to girls programming, child marriage and child and adolescent survivors of GBV by establishing a strategic network within the Federation and strengthen bilateral

relationships with National and Regional Offices. Providing regular updates on the initiative to the members and encourage uptake of programming and advocacy with national donors.

Representation and Advocacy & Influencing

· Represents Plan International as a Core member of the GBV Area of Responsibility (GBV AoR) to position the impact that GBV has on children and adolescents in crisis contexts, with a focus on child marriage as a serious protection concern.

· Establish and Co-chair an inter-agency and inter-sectoral Technical Reference Group on Adolescent Girls under the Global GBV Area of Responsibility (GBV AoR) consisting of technical experts from UN, INGO and local organisations and representing different technical areas.

· Lead the development of tailored donor packages to influence donor priorities, funding streams and intuitional knowledge about the strong interconnection between how forced displacement and other crises, expose adolescent girls to high risks and reduced opportunities that drives child marriage.

· Lead on the organization of global and regional level interagency events to launch and disseminate recent resources and evidence on child marriage, as well as deliver key messages on the importance of prioritising child marriage in humanitarian response, and what to do about it.

· Represent Plan in strategic global events throughout the year such as the GBV AOR Annual Retreat and other high-level conferences and events.

Evidence Generation and Learning

· Promote a global Learning and Development plan for Plan International and UNHCR staff. The plan will offer opportunities to improve knowledge, skills and confidence through a variety of learning mediums adapted to different learners needs and availability, such as online courses, webinars, 5-week learning series, all of which aim to improve the design and implementation of adolescent girl programmes that impactfully reduce the incidence of child marriage in humanitarian settings.

· Drive policy around child marriage in humanitarian settings, by authoring, commissioning, and contributing to publications, policy documents, position papers and other resource materials internally and externally.

· Coordinate the design and implementation of research and impact studies that contribute to CPHA programme quality, by strengthening the knowledge on what works (and what doesn't) to tackle child marriage

 

Project and Grant Management

· Works closely with Global Hub and National Offices to manage all grants related to the Child Marriage global initiative and portfolio. Including tracking grant implementation, budget oversight, monitoring, and donor reports.

· Supports communication between Global Hub financial and administrative teams and National Office teams to ensure timely recharges and payment of invoices to vendors.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

· Demonstrate significant expertise working on the issue of child marriage, particularly in humanitarian settings. Preferable on research, programming and resource development.

· Significant expertise working on child protection and GBV programming with UN agencies, INGOs, NGOs, or other institutions at the global, regional, and/or country level, including direct experience in diverse humanitarian responses.

· Familiarity with GBV and CP frameworks and implementation approaches for children and adolescents. Familiarity with SRHR an asset.

· Experience in design, implementation, monitoring and evaluation of programs with child protection and/or GBV. Experiencing managing integrated programmes with other sectors, including but not limited to education is an asset.

· Experience leading the development and dissemination of global guidance notes, toolkits, training packages, advocacy materials and other resources on issues related to child marriage and GBV among adolescents in humanitarian contexts.

· Previous experience overseeing and implementing initiatives for the professional development of humanitarian practitioners across different regions.

· Excellent understanding and familiarity working with global humanitarian architecture and cluster system, including leading inter-agency initiatives and initiatives across sectors/clusters. Deep understanding of UNHCR in particular is an asset.

· Demonstrated ability to work independently to lead the development of technical resources and tools, including drafting, piloting, finalization, and dissemination.

· Strong communication, analytical, and writing skills.

· Strong understanding of gender, inclusion, and child and youth safeguarding considerations in programming.

· Familiarity with results-based management (RBM) and other frameworks related to monitoring, evaluation and learning (MEL)

· Ability to work well under pressure and take initiative with minimum direct supervision

· Ability to build working relationships with multiple and diverse stakeholders

· A flexible and collaborative work style, with strong organizational and problem-solving skills

· Fluency in English, with working proficiency in French preferrable. Additional fluency in another languages (Spanish, Arabic) also considered an asset
