L’opportunité
Plan International est à la recherche d’un(e) responsable technique de la participation et de la responsabilisation des enfants, dynamique et motivé. Le responsable technique de la participation et de la responsabilisation des enfants sera chargé de mener une initiative mondiale, en collaboration avec la zone de responsabilité mondiale de la protection de l’enfance, visant à améliorer la participation et la responsabilisation des enfants dans les interventions humanitaires essentielles et à renforcer les capacités des coordonnateurs de la protection de l’enfance et des membres des groupes de coordination dans ce domaine.
Le responsable technique est responsable de diriger les partenaires de l’ONU et des ONG par le biais d’un processus d’auto-évaluation, de l’élaboration et de la diffusion de ressources et d’outils techniques à l’échelle mondiale, et du renforcement des capacités des principaux acteurs humanitaires afin de renforcer la participation et la responsabilisation des enfants dans les réponses de l’ACSP. Le responsable technique devrait diriger la mobilisation de ressources supplémentaires afin d’obtenir le financement nécessaire à la poursuite de l’initiative mondiale.
Le titulaire du poste dirigera le positionnement externe de Plan International au sein du système de coordination humanitaire et parmi les agences des Nations Unies et les donateurs afin d’influencer les principales parties prenantes sur la participation des enfants et la responsabilisation au sein de l’ACSP.
ROLE PURPOSE
Plan International is seeking a senior-level, dynamic and motivated Child Participation and Accountability Technical Lead. The Child Participation and Accountability Technical Lead will be responsible for driving a global initiative, in collaboration with the Global Child Protection Area of Responsibility (AoR), to improve child participation and accountability in critical humanitarian responses and strengthen the capacity of child protection coordinators and coordination group members in this area.
The Technical lead is accountable for leading UN and NGO partners through a process of self-assessment, developing and disseminating global-level technical resources and tools, and capacity strengthening of senior humanitarian actors in order to strengthen child participation and accountability in CPHA responses. The Technical Lead is expected to lead the mobilisation of additional resources to secure funding to continue the global initiative.
The post-holder will lead on external positioning of Plan International within the humanitarian coordination system and among UN agencies and donors to influence key stakeholders on child participation and accountability in CPHA.
DIMENSIONS OF THE ROLE
· The Child Participation and Accountability Technical Lead is part of the global CPHA unit.
· The post holder will provide thought leadership to a global Child Participation and Accountability initiative, in close collaboration with the Global Child Protection AoR.
· The post holder is expected to lead on a global mapping of key global-level resources and tools, document good practices and lessons learned in promoting child participation and accountability.
· In close collaboration with in-country senior humanitarian leaders including child protection coordination teams (i.e., Coordinators, Co-Coordinators, Information Management Specialists) and the wider coordination groups, the post holder is expected to strengthen child participation and accountability programming and capacity within CPHA responses.
· The post holder will advocate for greater global investment in child participation and accountability based on documented evidence on needs, gaps and good practices in CPHA.
ACCOUNTABILITIES
Technical Leadership
· Leads mapping of technical resources and tools on child participation and accountability, starting off with the creation of an online repository for CP coordinators and coordination group members to use in different stages of the humanitarian programming cycle. Resources and tools include but are not limited to programming guidance standards, assessment tools, evidence briefs, advocacy briefs, lesson learnt and good practices, and capacity-building materials, and assessment tools.
· Leads and maintains broad consultation with CP coordination teams and coordination group members in selected humanitarian responses to identify current practices, existing needs, gaps and capacities.
· In close collaboration with the Global Child Protection AoR, provides remote and in-country technical support to CP coordination teams and coordination group members. This could include but is not limited to providing training on child participation and accountability practical tools and resources, reviewing CP AoR work-plans and integrating aspects on participation and accountability or supporting the establishment or strengthening of existing child-friendly feedback mechanisms.
· Drive capacity strengthening on child participation and accountability through the organization of global and regional online clinics targeting CP coordinators and coordination group members working in humanitarian and early warning contexts across different regions. The purpose of these clinics is to provide space for country experience and knowledge sharing, disseminate identified practical tools and resources for child participation and accountability, and provide ad-hoc technical support.
· Based on identified country needs, collaboratively develops or adapts any practical tools to fill child participation and accountability gaps within the humanitarian programme cycle.
· Ensures all tools and resources developed are in alignment with sector standards such as the Child Protection Minimum Standards, Sphere, Core Humanitarian Standard and CP AoR tools.
· Ensures all work has a strong gender, age and inclusion focus, in line with Plan International’s Global Strategy and the CP AoR strategy.
Resource Mobilization
· Leads the mobilization of additional resources on child participation and accountability in CPHA through the development and submission of concept notes, proposals, and budgets to donors to secure funding to continue initiative and advance programming.
· Maintains and builds key strategic relationships with donors and influence greater investment in child participation and accountability in upcoming funding cycles through targeted advocacy.
Representation and Advocacy & Influencing
· Lead on Plan International’s engagement with the Global CP AoR and relevant UN agencies on initiatives that have to do with child participation and accountability approaches.
· In collaboration with the Global CP AoR, lead on the organization of global and regional level interagency events to launch and disseminate resources and evidence on child participation and accountability, as well as deliver key messages on the importance of investing in child participation and accountability in humanitarian responses.
· Develop an advocacy plan and messages with children and CP AoR members in selected humanitarian responses targeting specific audiences (CP agencies, other sector actors, government, donors) to make the case for greater investment in child participation and accountability in CPHA.
Evidence Generation
· Document global level good practices and lessons learned in child participation and accountability in CPHA in selected humanitarian contexts where support is provided, including what works, what does not work, what needs to be adapted.
· Drive policy around child participation and accountability in CPHA, by authoring, commissioning, and contributing to publications, policy documents, position papers and other resource materials internally and externally.
Project and Grant Management
· Works closely with Plan Global Hub and National Organizations to manage the global grant.
· Tracks grant implementation and regularly provides inputs into detailed implementation plans, budgets, monitoring plans, and donor reports.
· Supports communication between Global Hub financial and administrative teams, National Organizations and Country Office teams to ensure timely recharges and payment of invoices.
Safeguarding
· Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in the CPHA response activities in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to the CPHA area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
· Significant experience in child protection programming, child participation and accountability with UN agencies, INGOs, NGOs, or other institutions at the global, regional, and country level, including direct experience in several humanitarian responses
· Familiarity with Child Protection Minimum Standards, Sphere, Core Humanitarian Standard
· Excellent understanding and familiarity working with global humanitarian architecture and cluster system, including leading inter-agency initiatives and initiatives across sectors
· Previous experience of strengthening the capacity of humanitarian practitioners across different regions.
· Experience leading the development and dissemination of global guidance notes, toolkits, training packages, advocacy materials and other resources on issues related to child protection in emergencies
· Strong communication, analytical, and writing skills
· Strong understanding of gender and inclusion considerations in programming
· Demonstrated grant management experience
· Ability to work well under pressure and take initiative with minimum direct supervision
· Ability to build working relationships with multiple stakeholders
· A flexible and collaborative work style, with strong organizational and problem-solving skills
· Fluency in English. Additional fluency in another language (French, Spanish, Arabic) also considered an asset
