Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

The HASC is in charge of the close monitoring the security context of the mission and produce advisories / recommandations to the CD and Field Cos. The HASC coordinates the contextualization & implementation of all security & access framework, advises the mission on strategies, in line with SI annual country strategy . He/She will represent SI on access & security external meetings.

General objective:

Close monitoring of the context and recommandation to CD and Field
External coordination with other NGO and other stakeholders, participates in the maintenance of the network
Coordinates assessments and recommandations on measures & means related to security & access
Organize safety & access training
Supports and advises on strategies in existing & new areas

The main challenges:

Very volatile context, complex relationship with authorities, a lot of coordination and management of local partners.

Priorities for the 2/3 first months:

Monitor context and supervises security for key movements
Support access in new areas
Build/maintain network

Security constraints :

Very volatile context. Level 4 and 5. Limited but not totally restricted movements

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The coordination Team is based in N’Djamena. The Guest house apartments have hot water, air conditioning and electricity. Internet is available at the office, slightly less so in the house.

The city of N’djamena offers a range of leisure facilities (gyms, bars, restaurants, cultural institute, riverside walks ect) and a large expatriate community. No curfew in N’Djamena.

Expériences / Formation

Education / academic background:

A Bachelor or Master’s degree in a related area.

At least 5 years experience in the humanitarian sector and minimum 3 years on similar position.

Specific skills and experience:

1. Strong logistic and operation security skills (follow-up of movment, coms, safe rooms etc) 
2. Stong analytal and writing skills 
3. Good training capacity 
4. Crisis management skills

Transversal skills : 
1. Stress resistance

Language:

1. Fluent English mandatory 
2. Arabic is a plus 
3. French is a plus
