INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 21 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.

 INSO Sudan

The INSO addresses the insecure operating environment all NGOs face in the country. Based in Port Sudan, this programme will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team will harness data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Sudan team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need.

 Job Summary

The Human Resources Manager is responsible for ensuring the effective and high-quality delivery of HR functions for INSO’s Sudan country office. Reporting to the Country Director and under the functional supervision of INSO’s HR Director, the HR Manager provides strategic and operational leadership in recruitment, compliance, performance management, and staff welfare. The role supervises the HR Assistant and collaborates closely with senior management to ensure HR services align with organizational policies and regional labor laws. The HR Manager plays a key role in supporting organizational planning, audits, and HR-related projects, ensuring the consistent delivery of high-quality HR services.

Expériences / Formation

Human Resources Management

  • Develop and implement HR strategies and plans in coordination with the Country Director and Senior Management Team.
  • Oversee recruitment processes for national and regional staff, ensuring compliance with legal requirements and INSO policies.
  • Manage employee onboarding and induction programs, ensuring a seamless transition for new hires.
  • Implement and monitor the Performance Objectives Record (POR) system to support staff performance management.
  • Ensure accurate maintenance and confidentiality of employee data in the HRIS Cezanne, ensuring compliance with audit and data protection standards.
  • Supervise and develop the HR Assistant, fostering a culture of professional growth within the HR team.
  • Support field trips as needed to provide HR services or address staff-related issues on the ground.
  • Ensure effective coordination with the INSO Chad Country Office team regarding shared positions based in Adre and N’Djamena, including alignment on contractual modalities, legal requirements, Cezanne record-keeping, and the POR system.

Legal and Compliance

  • Ensure compliance with regional labor laws in Sudan monitoring legislative updates to advise senior management on necessary adjustments and ensuring operational alignment.
  • Develop and maintain national staff regulations, ensuring they are comprehensive, clear, and incorporated into the respective legal frameworks of the countries of operation.
  • In collaboration with Operations, oversee staff visa and work permit processes across the region, ensuring timely renewals and compliance with regulatory requirements.
  • Maintain and strengthen relationships with local legal advisor or lawyer and government authorities to address HR-related legal and administrative matters effectively at operational hub countries.
  • Act as the regional safeguarding focal point, promoting compliance with INSO’s safeguarding policies and ensuring timely and appropriate responses to safeguarding concerns.

Duty of Care

  • Develop and implement staff welfare initiatives that address health, well-being, and professional development, tailored to the unique needs of Country Office.
  • Participate in salary and benefits benchmark surveys among INGOs operating in Sudan to inform compensation policies.
  • Assess statutory benefits required by local laws and evaluate cost of living adjustments when necessary, ensuring that updates are reflected in the annual HR budget and aligned with organizational financial capacities.
  • In collaboration with the operations team, ensure medical insurance coverage for national staff in Country Office is maintained, including timely renewals or facilitating the tender process when required.
  • Where medical insurance is not applicable, assess the feasibility of introducing a medical allowance, ensuring alignment with INSO’s financial capabilities and compliance with local regulations.
  • Monitor the application and compliance with Rest and Recuperation (R&R) policies for international staff, ensuring adherence to guidelines and promoting staff well-being.
  • Encourage the effective use of leave entitlements for all staff to support work-life balance and overall well-being.

Strategic and Operational Support

  • Participate in the Annual Plan exercise, aligning HR strategies with organizational objectives.
  • Contribute to internal and external audits, ensuring documentation accuracy and compliance with HR policies.
  • Lead the implementation of new HR policies and procedures across Country Office in collaboration with HQ.
  • Collaborate with the Chad CO team to ensure that shared positions and HR practices are well-aligned between the two country offices, promoting consistent understanding of policies and procedures across both teams.

Capacity Building and Reporting

  • Provide training and mentorship to HR staff to build capacity and strengthen their ability to manage HR functions independently and effectively.
  • Monitor staff completion of mandatory Learning Management System (LMS) courses, ensuring compliance with organizational requirements.
  • Disseminate and oversee the implementation of new or revised policies on safeguarding, the Code of Conduct, and other critical areas.
  • If needed, conduct a Training Needs Assessment (TNA) to identify staff development requirements and design targeted capacity-building initiatives for the Country Office.
  • Promote learning opportunities by fostering a culture of on-the-job training and knowledge-sharing across all departments to enhance team competency and organizational effectiveness.
  • Produce regular HR reports as required, using data extracted from Cezanne or other systems, tailored to the needs of the Country Office, HQ, or external stakeholders, including donors and auditors, ensuring accuracy and timely submissions.

Requirements

Essential

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Fluency in English and Arabic (written and verbal).
  • At least 5 years of HR experience, including 2 years in an NGO or international organization.
  • Familiarity with labor laws in Sudan.
  • Strong proficiency in HRIS (preferably Cezanne) and Microsoft Office tools.
  • Demonstrated ability to manage HR functions.
  • Experience interacting with government authorities.

Nice to Have

  • Experience in the humanitarian sector.
  • Familiarity with safeguarding practices and their implementation.
  • Knowledge of donor regulations and payroll management.
  • Prior experience with INSO or a similar organization.
  • Understanding in French.

Salaire

This post is a one-year fixed-term (renewable) full-time contract based in Port Sudan, Sudan. The position is only available to Sudanese nationals, with a requirement for up to 15% travel within the region. We are looking for a start date as soon as possible.
